CAMERA>COMPUTER>FOLDER
A digital camera provides instant feedback on the quality of your picture. Be sure to immediately view your compositions and change camera controls to improve desired results. Because there is no cost of film it is better to take more pictures in the here and now. Once you download your pictures to a computer you can view them in greater detail and delete the ones you don't want to keep.
Practice these steps and you'll quickly learn how to store pictures efficiently.

UNLESS YOUR LAST NAME'S IVERSON THEN WE'RE TALKING ABOUT PRACTICE!
The best way to become more efficient with any piece of software is to use it consistently. Review old skills each time you start PS Elements and test drive some new tools or menus. Don't forget to use the Undo History buttons or Window menu. To create a "scrapbook page" from scratch then select File>New to open a blank document. Open other images and use the Move tool to add them to the new page and resize.
